Plover petrol feed ?

1959 Plover, The petrol tank is pretty well separated in to two halves by the recess for the main frame tube, I find I can have plenty of fuel in the half under the filler cap and cannot flood the carb presumably due to lack of fuel in the hidden half. Unlike many bikes there is no balance pipe between the two halves . Is my bike missing something or is it my head that is missing something?

Fuel tank

I well remember running out of fuel on my Falcon 74 as a youngster while there was fuel in the non tap side of the tank, lying the bike on it's side and tipping the fuel from one side to the other usually got me to the nearest fuel station.
Treat it as a hidden reserve tank only to be used in emergencies, the idea behind it was I think to stop the petrol tap clogging up when neat oil was added with the fuel cap measure, by having the fuel cap to one side meant the oil went into the non-tap side before the fuel was put into the tank ??
Certainly the first up to 1950 BSA bantams had the tap and fuel cap on the same side, but from 1950 onwards the fuel cap was moved to prevent oil clogging the fuel tap !
