13D, 3 Speed- kickstart shaft seal.

Hi Guys,
What is supposed to retain the O-Ring seal on the outer end of the kick start shaft?
The gear shift has a washer and circlip but not on the kick shaft.
There is just the spring cap which has free-play between the housing and the kick lever when they are in their correct positions and allows the seal to drift out.
Nothing else shown in the book, am I missing something?
I have considered putting a thickish rubber washer between the lever and spring cap to keep the cap in and hence the seal.

Any suggestions?
