Late 20 and 30s brake disassembly

Hi All and Happy New Year

I am currently stipping my model 4b and investing in some powder coating. My question is about the brake actuating mechanism passing through a brass bush as the pin tranfers the rotation of the lever to the brake pads. I have the front bush spinning but have not been able to remove it do I just need to try harder (probably with the aid of blow lamp) or was it machined after it was interted by FB so is not design to come out?
